CSS - What is the best tool for making skins?

photoshop?

then unwrap it onto the model in 3dmax, then export and import into the engine which is stupidly complicated.
 
Psypher has it in one.

Photoshop + 3DSMAX/MAYA (I'd suggest MAX)

You'd also have to unwrap the skin before you actually work on it. If you look in the right places you can find people have already made the model + unwrapped it, you can just skin & compile it.
