Ctrl-Alt-Del and Alt-Tab Not Working Windows 7

Hey guys,

I'm having an issue with my Windows 7, basically I cent use the aforementioned hot keys, nor can I use alt-' to produce the ¦ key. I really dont understand what could have caused this as I have done all kinds of scans. I might just have to reformat ....

I thought it might have been evernote but when I uninstalled it the problem persisted.

Any ideas at all before I blat everything?
 
As far as I know Ctrl+Alt+Del can't be overridden by any application so it must be your hardware or Windows itsself being flakey. Does it work in safe mode say?
 
Foreign keyboard layout in the languages?

Not sure if different places have different locations for those keys or not
 
The keyboard language seems normal. It's a laptop ... how do I check the keyboard is fine? No hot keys with alt work ...
 
Alt doesn't work on any application, tried using compressed air and even vaccum (lost the backspace key in the process). I might look into buying a new keyboard or even a new laptop at this rate.
 
Are you sure you haven't switched on the overlayed numerical keypad by mistake? It's usually marked on the keyboard with smaller, different coloured numbers.
 
Used the on screen keyboard to see key presses and alt didn't work, so I ordered a new one off eBay and placed it in the laptop ... all is good :D.
