I dunno how hotmail works....it might be based on attempts on the account or it might be based on the attempts from one IP address.......try turning off ur modem/router and turning it back on again (generating a new IP address - provided you do not have a static one) and try again. I doubt it but it's worth a try.

Nope, legit install. And i don't think it is personal, i had some viruses on my pc somehow even though i have av ect!

I had this very problem with Hotmail, reformatted machine and changed password and secret question and a week or so later i was still sending out spam emails for a chinese knock off shop. Switched to gmail and have had no problems in 4 years.

you are aware tha AV will not find all Virus'

run combofix from bleeping computers, and kaspersky's rootkit remover...

if either will NOT run its likley you are infected and the infection is proventing them from running...

I don't think this has anything to do with the account actually being hacked or anyone having access to it.

Change pw/secret answer, also change the pw/secret answer for the email addy that the hotmail addy uses for retrieval. In-fact change them all.

Had an email from EA about 1 week ago about my password being changed even though I hadn't. Not sure if it was a phishing attempt or something but I went to the official EA site and changed my password ok. Something weird going on at the moment.

well obviously it was or you would not have been able to log in to change teh password..... everyone gets these you will also likley get a phishing phone call from time to time from india

I get them all the time from Blizzard Entertainment telling me that someone attempted to change my details on my WoW account.

I don't even play WoW

It's annoying as im really careful of what sites i go on ect and i'm not stupid when it comes to emails from nigeria ect so it takes the p!

Someone accessed my hotmail account sent a bunch of spam to my contacts list and various other addresses, then after formatting my computer and changing password and security settings, someone gains access to my account again and does the same thing?

Yes i agree its not been hacked or accessed in any way...

The OP can reformat until the cows come home, but if the security regime, or lack thereof, remains the same, the likelihood of reinfection is high.
