DAS age 25?

I was speaking to a guy last night and he informed me that the legal age is changing from 21 to 25 at the end of the year.

I tried to google this and came up with nothing. Is he talking rubbish or is there any truth in this?

P.S. How many hours does it usually take to pass a DAS, I am a car driver so understand the roads and I've also did my CBT before hand.
 
Main changes for the DAS is age increase from 21 to 24 like Arctine said, also the power of the bike will change. Currently you have to do them on 500cc bikes, from January that also changes and goes up to 600cc (min).

But most riding schools will already be using 600cc bikes in readyness for the change of rules, i know my local one does.
