.dat file, what to open it with?

hi, someone just sent me a .dat file in an email and said 'could you please fill the form out' it was in response to a work placement year so it's not anything bad.

The question is what forms use that format?

hi, i'm not using lotus notes no.

with notepad it just opens with loads of random characters!
