I recently built a budget i3 PC, (i3 6100 - 8GB DDR4 - 470)

The ram I bought was cheap 2133DDR4 stuff. I was considering upgrading the CPU to an i5 6600k but should I instead go for a faster 16GB RAM kit ? Is there a difference between the 2133 stuff and the much quicker stuff

I wouldn't expect a night and day difference and it'll vary depending on the tasks your doing. Best check benchs/reviews of the RAM your thinking of and see if the performance gain justifies the extra expense.

A CPU upgrade will almost always provide better additional 'grunt' over a RAM upgrade.

What motherboard chipset do you have? If it's H110 you're probably not going to get the best out of faster RAM anyway. You'll get more performance from investing in the CPU.
