Nope, they just keep respawning.
The only way to do it within the time available really is to jump in a car and do hundreds of laps in the tunnels.
I did him first time at level 23. Shot the ballons he blew up, which would stun him. Then ran at him with a cleaver until he got his senses again, and repeated. This chain saws are sick, but unfortunately I can't get the Out of Control scoop and make it back to do the main story in time :/.

As said, keep your distance and most of the time he'll stop, dance around and then pause to blow a balloon. Wait till balloon is at it's max size, then shoot it with a firearm. The gassed balloon will explode causing him to be temporarily stunned, then either shoot at him for a bit, or melee him then rinse and repeat. He's very easy - just don't melee him head on.Andr3w said:

Shoot them the second he releases them, then run up and swipe him once with a Katana. If you have no katana, then a baseball bat will do. Leg it once he goes down, or he'll blow powder on you. If you don't fancy the personal touch, then you can shoot him some more when he's stunned, but it takes much longer.

As above, but don't try and hit him more than once with a melee weapon as he'll raise his chainsaws above his head and smash whatever you had.
I did pretty much the same as posted, keep your distance, shoot him and his balloons with the SMG, when he's dazed, run in with a scythe and hit attack as fast as you can, since it doesn't attempt to take his head off like it would a normal zombie, you can attack very very fast with them, that's how I killed him.
I never even saw him use a ballon? I knocked him down with the trusty hunting knife, then everytime he got up he uses is flame breathing move (I made sure I was well away from that). As soon as he finished the flame breath, I laid into him, then backed off and repeated.
After each move he does hes vulnerable, just lay into him after. I found that guns where useless, cos he kept blocking it? But thats me!

Not played this in a while too because I've been trying to get my TDU achievements.
I did try Infinite mode earlier today for a few mins - and I ran into Otis!! He was a zombie so I took my time kicking his rear end. A few pot shots with a nail gun from a distance, then proceeded to run him over with a skateboard before using hand to hand combat to kill him. It felt great!
