dedicated OS HDD?

how do these work? i often see people saying get a 1TB sata and 16 GB SSD and use the ssd just for the OS. dose this work by making it dedicated or by jst saveing everything to the other drive? thanks
 
The windows and program files are installed onto the ssd things like videos and other large stuff is then saved onto a secondary disk as ssd storage has a high cost per gigabyte

you could remove the secondary hdd and the system would still run, you just would not be able to access the files on the secondary hdd
