I've been using ev1servers in Texas (now owned by theplanet) for several years with absolute no problem, but yea the ping is kinda a problem for gameservers or hosting sites with gazillions of images per page - latency of setting up each tcp connection for each image slows the page load down - even with pipelining.
For the last 6 months I've used hetzner in germany :
Athlon64 3700, 2GB DDR, 2x300GB SATA, 100Mbit (Maxes' out my 10Mbit virgin media connection without a problem), 6 IP's, 28Gbit backbone, unlimited bandwidth (they throttle you to 10Mbit after 1TB in a month)
all for 59 euro/month

I went for Ubuntu server preinstalled (you get root access of course), which I reinstalled remotely with Gentoo. No probs thus far, good pings from UK and they have perfectly understood every support query I've emailed them with quick response.
