What is the default voltage and clock (inc Turbo) for a 3770k?

Mine only turbos up to 3.7GHz, why would that be?
Turbo is supposed to depend on the number of cores under load. 3.9 is with only 1 core active. However, many motherboards have a setting to max turbo on all four cores, and motherboards form some manufactueres; such as Asus and I think Gigabyte enable this by default without even telling the user

Ah right thanks...this was prime95ing which is probably why it was 3.7Ghz.
Yeah that'll be why, it has a bit more power to give, but as it was running all 4 cores it couldn't go up to 3.9.
