What is the most idiot-proof method of doing this? :)

Any images wider than 1280 pixels wide should be resized or placed in spoiler tags as ive done this time. setter.

If you are happy with leaving the bit that's in the ground, a chisel+hammer to the bottom of it.

Assuming you don't care about the base, hire a breaker from your local hire shop. Will only cost about £40 for the weekend
 
SDS with chisel function, or concrete breaker from tool hire shop which will go through it in around 30seconds.

I'm assuming the post doesn't wiggle around at all and is rigid in the ground?
 
there will most likely be a couple of rebar steal rods inside the concrete, I would suggest a hammer and chisel after going at it with a decent hammer drill to loosen the concrete or even just chopping it down with a stone saw or grinder.
 
would a farm jack work? i seen them used on fence posts, i guess it would be the same if you could get something attached to the side of it that the jack can lift up?

or just smash it up with a sledgehammer lol
 
If it's anything like the one we removed from my parents garden it'll weigh about the same as the moon.

Why it needed to be so well constructed for a washing line I have no idea.
