I think that proves Captain Cyborg's point tbh - the internet is a bitch to "turn off", mainly because it's been designed to be highly resilient. Though not impossible of course.

You couldn't "turn off" the internet but you could segment it quite easily.
 
I think the only people that can launch nukes without other peoples codes are our submarines?

from what Ive head the second a PM is elected his first job is to inform all our nuclear armed submarines what to do if the government goes quiet (i.e we are all dead) this proberly would include retaliatory strikes and such, if so, would mean they have the power to arm their nukes without a direct input or authorisation from anywhere!, other than that, no nukes can be launched without a hellish load of codes/countercodes written codes and proberly even verbal codes, so no, nukes can be launched form the tinternet.
