Yea, your onboard graphics chip is using your system RAM - if you want that RAM back you will need to install a dedicated graphics card.

The 200MB reduction should only matter if you are fully using your RAM and even then the performance reduction will be small.

As for 1066MHz, what is your particular RAM kit rated to?
 
I suspect that you are running all at stock. And as such your ram will be clocked at the SPD default for the motherboard. If you wish to overclock your ram you can do so via the Gigabyte bios or the software that came with your motheboard. Both will provide you with a modest overclock without much effort. If you feel up to it - have a read of some of the guides here on the forum or even as a last resort have a page through your user manual that came with the board. :D No really it will explain how to do what you want to achieve.
