It could be a number of things, most notably the ambient temperature or voltage. 1.4V seems a bit high for 4.4GHz.

But as good as Noctua are, the NH-U12P is no longer a high end cooler despite the price. So that is another reason why the temperatures are high.
 
1.4V is a little higher than you want to go for Sandybridge.

That's the sort of voltage you generally need for much higher overclocks than 4.4GHz.

You want to lower the voltage.
