As I understand it, Okuk offer preoverclocked cpu's. To get those golden cpu's, they have to bin the chips. To do this, they test a lot of the 'brand new' cpu's they have in stock. The best clocking ones are used in the preoverclocked bundles for sale here. The bad clockers get returned to the 'brand new' pile.
Thats correct, yes. They get trays of OEM chips that they bin. The retail chips are in sealed boxes so they dont get binned.
8pack made a post about this a few months ago, as I recall. I think he mentioned they only tested the OEM tray cpu's, but if I received a 'brand new' cpu in the condition you had yours, I would send it back and demand a refund/replacement with a proper seal etc.

I think it's a reasonable assumption that you cpu has been previously opened, tested, confirmed to be a average or poor clocker, then returned to stock to be sold to you.
Its not reasonable to assume that. The cpu is fine, it just needed a wipe to clean the IHS.
