As time goes on they improve how they make the processors and then change the stepping on the new processors so people know when it was made. Generally the later it was made, the better it should be at overclocking. So on average a D0 processor should overclock easier than a C0.

That's how I understand it anyway.

however it does appear some of the later d0s need a higher voltage than the older ones.

The stepping is refinement of the fabrication process along with other tweaks.
