Different voltages with Crossfire - Help needed!

OK. So bought a 2nd MSI 7850 from the MM to complement my existing HIS Iceq 7850 and although its working ok I'm having a bit of trouble when overclocking with Asus GPU Tweak.

The issue is the MSI card is factory overclocked to 950 core and factory overvolted to 1.21v. My HIS card will happily run at 950 on stock volts and when I initially set each cards core and voltage manually it all works fine. However, when I shut down GPU tweak or restart the PC the voltage on the HIS card has been raised to 1.21v, matching the other card....

Its driving me mad! I don't have 'sync all cards' selected and I have 'keep settings for next start on close application' checked.

I'd imagine that the HIS card would probably be ok at 1.21v but as its the primary card I don't wont more voltage/heat than necessary. Am I doing something wrong?
 
Check in the settings for something called gpu sync think it's called that on msi afterburner. What it does is matches both cards voltage and overclock settings with each other.
