As regards to your question. To be able to run games under DirectX 10, you will need a DirectX 10 graphics card and you will also need to be using Windows Vista since DirectX 10 is not available to Windows XP.
Now, at the moment, DirectX 10 doesn't really offer that much over DirectX 9 in terms of better visuals and extra effects, all though, I am pretty sure this will start to change in the future. However, that is not to say it's not worth buying a DirectX 10 card since they are superb for playing DirectX 9 games. Though please be careful when choosing a DirectX 10 card since some of them, the lower end, are actually pretty poor cards if you are looking at playing games and are more aimed towards HPTC systems.
