i`d say no changes to the aug 08 update
as it didnt update anything on my aug08 DX setup

End users don't even need to install these, if a game makes use of the updated libraries then it will include the updated version of DirectX, games not programmed to use the newer libraries won't get any boost at all.
Yeah, something weird going off with MS site.
Check www.microsoft.com/directx , it just forwards to their gamesforwindows domain with what looks suspiciously like a Sharepoint error page

I just downloaded the SDK and installed the November update from in there.
