Disabling a device via Device Manager - Power draw?

I have a capture card I only use every week or so and obviously it draws from the motherboards PCI power. I'm just wondering that if I disable it in device manager, will this stop the device from drawing power completely as if the device was physically removed?

If this is the case, I imagine the second I enable the device it will act as if I inserted the device and start drawing power from the PCI slot?
 
I might have found an easyish way to check.

Open Device Manager.
Open the properties of the device.
Click the details tab, and go to power data under the property drop down.
Look at current power state.

A device power state describes the power state of a device in a computer, independently of the other devices in the computer. Device power states are named D0, D1, D2, and D3. D0 is the fully on state, and D1, D2, and D3 are low-power states.

As far as I can tell D3 means it is off, check with the driver disabled and see what it says?

Any particular reason you're that worried about its power draw?

Thanks. Switched to disable and the thing said D3.

Not really worried but I feel that I can just switch it off when not in use and save some power.
