Disabling hard disk power management

Is there any way to gain access to hard disk advanced power management settings from Windows? From Linux, I could use hdparm, but there doesn't seem to be anything for Windows.

Specifically I need to stop the hard disk heads from retracting as it's slowly eating the drive (I had this problem on my previous laptop too).
 
CrystalDiskInfo has some adjustable settings, might be what you are after?

They are found in: Function > Advanced > AAM/APM Control. The setting I have it on below stops it from ever having to spin up after being idle

Reduce it all the way down to never. It's a bit wierd the way MS did it but if you click the down arrow to reduce the timer to one, the next step is never..
 
APM is the number I need to change. I'll see if setting Windows to 'never' helps, but from memory I don't think it does.

PS - This issue will go away anyway if I succumb to the temptation to get a Vertex 2E. Damn you this week only! :D
