Display/ Bios problem

So me a friend recently built a pc and we are running into some trouble. When we start it up it works grand, we config the bios, it restarts and then no longer picks up the monitor. The only way to fix it is to reset the bios by taking out the battery on mobo. I'd really appreciate some help, thank you.

So running the bios as default, not changing anything. So we got it going and have normal function with computer (not recognizing GPU but that's probably another problem) if we turn it off we can't get it to boot up fully without resetting bios.

It is quite a cheap mobo, have you got any recommendation for mobos that'll run that cpu and allow us to overclock it. Not looking to push it to the max but more so just to get good performance, it's a gaming build.

While on the topic I'd like to learn a bit more about how to select these things. So what are the key things I'm looking for when matching a cpu to mobo and why am are those things important to look at?

So mobo ideas? I'm buying from over clocker so links would be very much welcome. Budget around 160 ish but the cheaper the better for this moment in time.
