Not true, your power circuits do need to be of acceptable quality (would you want ones that were not?) but you dont need the homeplug sockets to be on the same ring power circuit, they however need to connect back to the same fuseboard/meter.

Fuses being heavy resistors and designed to separate ring mains as much as posible. Most modern homes have circuit breakers which do this even better.
However as *most* houses are over 50 years old and the cabling is pretty poor from a networking perspective. In reality 80 odd Meg is only achievable if you have brand new wires.
 
Neither fuses nor circuit breakers have heavy resistance (resistance = heat and power loss and money).

Every circuit on your house connects to the main supply and thats the path that makes homeplug work within a house even with homeplugs on different ring mains.

Homeplugs on the same circuit may well achieve better results but your can easily and safely "bridge" seperately fused circuits for data carriage. See the devolo and other sites for case studies that suggest why you might want bridge and repeat data across quite long distances.
