I would roughen the surface anyway- purely to make sure that all the grime build up from a scratched alloy is cleared away...
 
Cracking job there, think i mite have ago at this myself. I have the same staining on my alloys ironically these are also toyota too. I've tried everything to remove it every wheel cleaner, steam cleaning nothing will shift it at all.

Just wondering how there holding out? I just got a alfa 156 which has some bubbling to wheels etc, im lucky my bro in law has some spare 156 wheels i can use so am thinking of having a crack at this myself. not something i want to have to repeat very often tho :D
 
Well, all of the paint / lacquer is still in place but it's only been a couple of months! I also sprayed my old set of alloys ~ a year ago, and they're still in top condition!

The key is preparation! Make sure the surfaces are 100% clean, dry and flat before applying the paint.
