I don’t know how those goody bags work. Are they on top of a monthly phone contract? If so then it will still be cheaper to run your existing contract and a separate Vodafone data one. If it’s £20 all in and includes tethering then I think that’s going to be hard to beat given your very specific requirements of no landline, mobile phone, sub 10Gb of data a month and the absolute cheapest way of doing it.
Depending on how much you use the phone then perhaps PAYG for the phone side of things, second hand mobile router/dongle and the cheapest data SIM for your specific data bandwidth required? Tbh if money is so tight to not go fixed line internet for £5 a month more then I think I’d be giving up running a mobile altogether.
