Agree - if the story is true - neighbour is just mental....Hence why letters, recorded delivery, keep your notes and make sure you've offered numerous sensible options/solutions ... that way if it ever goes legal, you've done everything in your power to sort the situation and it's clear the other parties are just playing a ridiculous game
