Do I need to enable Roaming on my phone with O2?

Hi, I got a Palm Pre. I remember you use to have to enable roaming. I cant remember when I signed up if I asked for it or if it was an option. Or is it just assumed now at no extra cost that everyone has it?

you have to ring up in advance and ask for it but there is no cost
