Do PCs have Microsoft office installed?

Edit: It's actually legal for the seller in the EU, their EULA doesn't supersede the law. I don't know if this applies to the UK since we left :D.

Those links refer to retail licences, the ones you're seeing on eBay for cheap aren't retail. They're either MSDN or volume licence, so neither of those links apply.

Regardless, if the seller broke the EULA the buyer didn't do anything illegal, they can only deactivate the license. You ignored the point about the security risk, surely it's worth paying £3 not to have some closed source activation hack tool on your PC that you have to create antivirus exclusions for.
 
I stopped using MS Office when they started using the subscription model.

You can manage just fine without it, if you need it for work they should pay for it. .
