Does a SCSI device need to be powered on boot to be "seen"?

I use an external Tandberg LTO4 tape drive for backups, but unless it's powered on at boot the PC will not "see" it. I guess I am asking if SCSI is "plug and play"? The problem is the tape drive has a noisy fan and consumes quite a few Watts, and i already have had to re-cap the SMPS inside it because it probably spent years idle, but powered up when relatively new. Is there a way of forcing the internal Adaptec SCSI card to look for a device powered on post boot? OS is Win7 64 bit Pro. Thanks.
 
Not used SCSI for quite a while but if I remember correctly normally a device will have to be powered on so the Adaptec card can see it on boot, as far as I can remember you have to reboot if you lose connection (via unplugging the cable or switching the device off) as SCSI isn't plug and play.
