It changed (relaxed a little) a little while back (last year I think) to allow anyone living in the same house as the partner:

From the discount guidelines on the intranet, one of the questions is:

I share a house with two non Partners. If one of them gives me the money to buy a portable TV she wants can I claim discount on the purchase?

Yes. Providing the purchase is for regular use by that person at your address you may share your discount even when you’re spending their money. We trust Partners to be reasonable so we would be concerned if, for example, a purchase was made just before the house-mate left to live at another address.

cool, It was a long time ago my step sister worked there and the rules were pretty strict back then.
