Does such a NAS drive exists?

Having a friend at the moment and he 'believes' there is a device similar to a NAS drive but is able to connect externally via IP address only.

I know for example my Buffalo NAS drive you have to use Bufferlo's own website to gain http access. Is there something out there which has its own dedicated IP address which can be access externally?
 
I'm not exactly sure what you're on about, but if you want to access files from a NAS over the internet, the best way is for you to set up a VPN, then your client device will work exactly as if it was on your LAN at home. A very simple way to do this is by using Hamachi and bridging the LAN and Hamachi connections, but setting up a proper VPN is better in the long run.
Alternatively, you can probably map the network drive and set up a FTP server.
You might also be able to get direct access simply by forwarding TCP port 445 on your router to the NAS, but you will definitely need to be able to put a password on your share unless you want to collect viruses.

All of these (except Hamachi) require you knowing your public IP address, find it at www.whatismyip.com . You can also use services like DYNDNS to create a dynamic DNS name to connect with, which is easier to remember and automatically updates)
 
dyndns or no-ip.org are both very good and offer free services.

as stated the vpn is the way to go.
with the right router, this can be done with any nas box.
