Does such a paint exist (internal wood work)

Need to refresh all internal woodwork on our ~40 year old house. Original gloss everywhere, faded to a nice cream colour.

Does a product exist that allows painting straight over the gloss? Is it possible to get a decent finish without sanding the gloss?

Something like Zinser OneCoat perhaps, any other experiences?

If I had to do this again in another house I would seriously consider prising the old off and replacing with a composite / uPVC alternative. The way paint is today it would save a lot of hassle, possibly be quicker, neater finish & never need doing again.
 
I don't think it's recommended for a long lasting finish. You need to lightly sand after cleaning with sugar soap.
However you can get liquid sanding that may work. Look on Screwfix or Amazon.
 
I've just used the Zinsser OneCoat (Oil Based) to do our front door and fibre glass pillars. It's meant to last 15 years and is self undercoating.

The problem of using on skirting is going to be:

- masking it so it doesn't bleed through onto the emulsioned walls.
- getting it on with a brush and it not clagging up the brush or running

It is rather a thin paint but you still may need white spirit on the brush to lay it off well but then may fall foul to it running.
 
Painting over a 40 yr old surface without prepping it seems like setting yourself up for regret. Even if you don't sand for keying - are you happy to put paint on 40 years of dirt? Good sugar soap scrub at the bare minimum IMO. Presumably you want the new surface to last a while so worth putting the time in.
 
Key the surface with a light sand (I've found for long boring jobs like this that picking off a chunk an evening before hand is the only way to make sure I don't get bored half way through) and a paint like Bedec MSP. Expensive but it's bulletproof. I have my bathroom skirting/door/step in corner-sofa/Gucci grey and my entire external and internal sash windows in the satin White.

Saying that I coated my previously oil painted skirtings with the latest Leyland quick dry water based stuff and it's gone on great too.
