To answer your other question, yes, Wapping is a decent place to live - but it depends on what you're looking for.
It's in walking distance from the City, a couple of good pubs, big Waitrose. The area is probably the most gentrified of all of East London I'd say. As all the warehouses were converted into living space, price has rocketed, and I'd imagine that 75% of Wapping inhabitants (who have moved there in the last decade) work for an investment bank, insurance company, hedge fund or other similar high end professional services company - this is a massively sweeping generalisation, but when looking extensively at properties in Wapping a couple of years ago every single propert I viewed belonged to a banker.
It does have a few other non-warehouse type areas (pleasant converted estates, etc.) which are also pretty decent. Despite this, I'd probably say it was the least charismatic place in all of East London.
