Does the DVLA keep records of MOT?

This is a false economy if I ever heard one, the only people who would consider this are people driving round cars at the end of their lives not the 1st mot.

If he has an accident without a MOT it means his car is only worth scrap value when settlement is decided. I dont have to tell you insurance companies are very keen on saving money any way they can, no need to make it easy for them

How does he propose to get round the problem of if he gets stopped and asked to produce his docs within 7 days?
At some point during the 7 days he can go and get an MOT, 'the old one ran out ociffer'
 
What a complete idiot, a sub 3 year old car and he's worried about the MOT?

Get him to do his MOT a month early - this way it'll be valid until March 2007 still, but if there is anything wrong that makes it fail it'll probably be covered by the vehicles warranty which doesnt run out until March!
