Does Turbo only overclock 1 core

I see in my ASUS BIOS I have Turbo mode, I had it set to OS rather then BIOS but when you set it to BIOS you can set a Turbo ratio for each core...

If you set it to OS does it overclock the turbo on one core?

Basically does it make any difference if you select OS or BIOS for Turbo.
