Does wd40 and the like penetrate bolts

Bolts that are rusted in over years that won't budge, does spraying something like wd40 actually penetrate into the thread and if so how, surely it's an air tight seal, if not water would get in?

If not any tips to remove rusted, or stuck bolts?

No, no it doesn't. It's all made up.

Low viscosity hence flows easily.
 
WD40 can help. But sometimes they can be past the point at which penetrating oil is of much benefit. Heat is the best option. A blow torch or oxy acetylene ideally.

wd40 leaves a sticky mess - this is the daddy

I have also bought plusgas spray and adminstered in advance on (anticipated seized) exhaust bolts ... but 'heats' good too.
I did not have a good enough quality allen drive for the calliper ... chinese .. so the risk you will irrevocably mess up the head
