No one can know for sure what's going on in a dogs head. If you're 100% sure it won't turn then that's fine so long as you don't put it to the test on the general public.
As for the whole car analogy earlier, would you care if drivers deliberatley left the road and slammed their breaks on infront of your kids then went back on the road and carried on? It shouldn't matter if they do because you know the breaks are going to stop anything bad from happening every time right?
It's the same reason you teach your kids not to run out infront of traffic.
We live in a time where if someone doesn't want your dog right on them you have to respect their wishes and keep it away from them.
Seems simple to me. OP I am sympathetic though, it's not on if other people are allowed to take their dogs in the park off lead.
