Walking past a house I heard a dog whimpering round back of someone's house. Can't see size of the dog. Can't tell if lapdog or husky.

Area just having snow storm 4 degrees.

Would you do anything about it.

It's not all that cold for most breeds of dog so long as they have shelter to keep dry, but best to err on the side of caution. Knock and see if anyone is in, if it seems to be constantly agitated maybe call the RSPCA.

Is there a gate or a wall you can pop your head over to see if the dog is really agitated or is showing signs of being mistreated? I know a number of dogs that will wine for attention rather than being in pain/discomfort.

Whats the worst that can happen? You waste someone's time and get told to f off. Or you allow a dog to suffer.

I'd pop back an hour or so later to double check it's still not out there.

Did you literally just walk past and hear it whimper, or is this an ongoing constant thing?

One of my dogs yelps at the back door when she wants to come inside. I don't always open the door immediately as soon as she starts. There might be nothing to this at all if you have just made assumptions based on a walk past.

Also it is pointless calling the RSPCA at this point and is not appropriate as a course of action on the basis of a whimpering on a walk-by.
