Downloading/Browsing via WiFi

This depends. A conventional GPS searches for satellites directly, and does not need any external connections. As such, there is no charge involved.

Newer GPS systems in phones use AGPS (clicky) which uses an internet connection of some sort to contact the assistance server. This means much quicker position determination and much lower power usage. If you are charged for this connection by your data plan (ie. it is not Wifi or Bluetooth based) then yes, it will cost you.

In addition, it's worth noting that although position determination need not require any data transfer over an internet connection, the phone/device will probably not store maps locally. These can only be obtained over an internet connection, which, as above, may or may not cost you money, depending on your data plan.
 
I don't know the HTC Touch HD very well, or any of the HTC series in fact.

On my C905, I have the option to turn off AGPS, so it only uses the internet connection for downloading maps (if it needs to). OK, it takes longer to find its position, but it doesn't cost anything, so that's better for me.

You might find your device has a similar option :)
