I can't help but think that forward planning and appropriate speed negates the need for this though? Surely it's for when you're ripping around like Gary Glitter on his way to a 10th birthday party?

I don't tend to pootle about so I find it quite appropriate to blip the throttle on downchanges. Heel and toe is another matter, as housemaster says that's for when you are driving with considerably more gusto.
 
I think most people are talking about basic blipping here. Not heel & toe. There's a huge difference. In that any schmuck in any car can do basic blipping. But H+T needs plenty of track time and also a car with decently aligned pedals to do it. Generally most road cars don't have pedals that can do H+T because they are too far apart - i.e. optimised for comfort and ease of use.

H+T is where you quite literally hold your right foot in a sort of diagonal/horizontal position so that you can control the brake and throttle at the same time. You can brake with your toe and use the throttle with your heel. It's pretty OTT to be doing that on the road.
 
braking whilst downshifting and adding a blip to keep the down shift smooth?

i find the pedals in most cars are too close together. had a play in a pretty special a e30 bimmer yesterday, it had a nice floor mounted throttle pedal... NO SWEARING brilliant that was, layout wise
