Drainage/run-off question

Bit random, but is it legit to plumb a basin/shower to drain onto a porch roof, into a gutter and finally a soakaway? Can the "soakaway" also be right up against the wall of the house and be a 1 foot by 1 foot square, 4 inch deep hole filled with hardcore. I'm pretty sure the answer is no, but I'm hoping someone else can confirm this.

My parents have a neighbour doing some interesting "home improvements"...
 
Love to provide pictures, but I forgot to take any last time I visited. He also built his porch last Xmas and I'm sure the frame was built using bog standard PSE whitewood, not any sort of outdoor/construction-rated product. Said neighbour has also put up a 2.1m fence where his back gate was, ripped out an existing laurel hedge and replaced it with a 2.1m fence along the pavement. He is now planning to turn his front garden into block paving, knock a hole in the miniature border wall and drop the kerb (there is no pavement). We believe the wall has the same protective covenants as my parents' and requires planning permission. There is also an old gas main running under his front garden where he plans to park his pick-up truck...

The other night, my dad thought my mum was watching some kind of violent TV drama. She wasn't, turns out next door was having a full-on screaming match with said "neighbour". He basically told our direct neighbour they could "do one" (being very, very polite here) and he doesn't care if he has permission or not to do an anyything to his property. I've known our direct neighbour for upwards of 10 years and it would take a heck of a lot to make him flip out like this without a valid reason. This is the same guy who managed to accidentally spray emulsion our direct neigbour's and my mum's cars last year, thread here:

No the surface water run off is seperate. Even if it combines with the sewer downstream the council won't like it.

needs to go direct into drain, this ain't the 1800s.

feel blessed to have 'normal' neighbours.
 
This dingbat (trying real hard to bite my tongue here) moved in about 12 months ago. Bought the place outright and despite the issues, they're actually better than one of the previous families who used to rent it before it was sold...

According to the drainage regs, water used for personal washing/ laundry can be diverted, providing it's collected into a water butt etc. for use as 'grey water' (I've been going through the regs page by page). His original plan was to have a water butt, but like everything else, he can't be bothered to do it right so dug a small hole next to the house, filled it with something and called it a soakaway. His excuse is that the basin doesn't get used - I'm fairly sure it's the basin diverting onto the porch, but there is a shower in the same room so I'm not 100% sure.

He's now managed to **** off everyone on my parents' side of the green. Mainly with the fence/questionable drainage but also because he took offence to people parking on the street outside his house. There are no permit bays and there's a lot of on-street parking.

If I can get pics without being spotted next time I'm home, I will!

Pretty surf it was a requirement off the top of my head, could be wrong.

I know my grandad was getting requested by the council not to empty his washing machine into the storm drain outside his home...

Edit:re reading if it's a soakaway on his own land might be more difficult?
 
Whats the equivalent to SEPA (Scottish Environmental Protection Agency) where you are? Give them a call and let them investigate it. In my mind your neighbour has done wrong and it needs to get rectified properly. Although only a shower and sink, anything could technically be poured down them and into the ground which is frowned upon.
 
Okay, so this morning a mini digger turned up and he's been excavating the front garden area. So far he hasn't dropped the kerb himself. He may not if he's going to be parking his truck there as it probably won't mind the kerb.

Although he isn't happy with what's going on, their next door neighbour (our next-door neighbour) has decided it isn't worth getting into any further arguments with the guy and will just ignore him. After all, they live right next to each other. One of the other residents on the green however has phoned the council and after the conversation, is also planning on writing to them.

A washing machine into a storm drain is putting foul water into a surface water system. That is indeed wrong. Grey water from washing/bathing/laundry can be collected for re-use i.e. watering your garden. This was the original plan, but I think he must have realised that a single water butt wouldn't have sufficient long-term capacity. Instead he built a soakaway/small hole filled with hardcore/rubble. If it was just rainwater it'd be fine as there is no requirement to discharge rainwater into a drain. However, as there is a basin outlet, then it should be either collected or diverted into the drain. I don't think it matters that the basin "isn't used".
 
Just been informed by my parents that the council have already responded to the e-mail that was sent. They are sending someone over to inspect the works that have been carried out/are ongoing. He'll probably accuse his next-door neighbour of complaining to the council, except it wasn't him that complained. Could be a popcorn moment if the council take a dim view!
