I bought all new components on Amazon.

AORUS B650E Stealth ICE
Corsair 2x32GB 5600MHz DDR5
Ryzen 9 9950X3D

On first launch i saw red indicator DRAM.
I updated bios through qflash plus, clear cmos, but it’s not helped me.

Help me please
 
How long do you wait? First boot can take a very long time, e.g. 10+ minutes.

Is the RAM in the correct slots?

What is the CPU cooler? Is there any chance it is too tight/loose/uneven?
I waited around 30 mins, yes ram in A2 and B2. I tried replace ram. On CPU - Corsair Nautilus 360
 
Have you tried each stick, on its own, in each slot making sure to leave it for the 5/10 minutes to train each time?

Laborious but it will tell you what stick is bad, if it appears to be both then that'd be unusual and could potentially be a different issue.
Yes, I tried running one RAM at a time, one by one, but the DRAM indicator always lights up immediately. I'm now blaming the CPU or the motherboard.

Take the CPU out and carefully examine the motherboard socket, take some high resolution photos and post them here.

If it's the motherboard it could be a pin issue, which is a fairly quick thing to check given what you've tried.
