Dress to impress

depends on where you are going

can be as informal as shirt and shoes (even with jeans)

for most things I would say shirt/trousers and smart shoes though
 
Invited to a Summer Ball by a client.

Dress to Impress is an odd one for that

To me dress to impress is certainly not black tie but a summer ball often is , I have always seen BT be specific and even a suit/jacket would often say business casual
 
Dress to Impress usually means suit and tie, but NOT black tie. Think what you would wear for an important interview.
