Is this a similar tool to secure erase, basically allows you to wipe a entire drive or just free space using 1 pass, 3 passes or 35 passes (gutman)

And how does this benefit my HDD or SSD?

Yes it is similar to secure erase however I don't think the CCleaner drive wiper will allow you to specifically clear free space, just the drive as a whole.

This will securely erase your data and severely hinder attempts to recover deleted/erased data on your drive.

mm it definitely has 2 options 1 for wiping the whole drive and the other says free space only. i'd imagine by free space only it means the sections where things have been deleted or uninstalled. Thus making recovery of any deleted items almost impossible like u said. Seems like a good thing to use before selling a HDD.

I wouldn't use it on an SSD but as previously mentioned as a security data wiping tool it seems like a good thing. Although there are many alternatives out there that do the same thing.
