Is there best practise or certain things to avoid when changing gpu. Ive always had the same GPU (970) so never had tonworry about this. I.e. do i remove everything related to nvidia off the pc then start again or can i simply plug it in and gonget the current 3080 drivers

If sticking to same brand (e.g. nvidia) I’ve always just installed latest drivers and done a clean install via the installer itself and that’s it.

Heck I don’t think that’s even needed this days and you could just plug in new card and drivers may pick it up. I think they did when I swapped from 3060 to 3080 but done a clean install nevertheless.

Your best option when changing GPU's is to run DDU and clear out everything first on the old GPU. Once done shutdown and install new GPU

Not true, not your best option. It's only your best option if a regular driver uninstall / reinstall does not work.

But it can also cause problems and if used unnecessarily, i.e. because drivers are far better nowadays and tend in the main to not mess up, it could be exactly the wrong move.

Only use DDU if you have issues with driver uninstall / reinstall, which in the vast majority of cases you won't.

Ideally you should already have the latest nvidia drivers as Nvidia currently still support the 970 with driver updates. I would just take out the 970 and put the 3080 in, you should find it works fine

I have always used DDU when swapping GPU's I have also used it on occasion when I've had driver issues. I've never hasd an issue when installing a new GPU and like all things your mileage may vary.
It is the best option as it clears more out then these modern uninstallers, doesn't hurt either way.
I did read the other day of someone not uninstalling the previous drivers and having issues though.
