I'd ring in just in case as others have mentioned it could help with the cause of the accident if it was the car that you saw involved.

I'd report it. I would have reported it by ringing 123 and telling them numberplate, car make, model and direction of travel. Sometimes this is more effective than 999 for "unsure" events as they put you straight through to whoever you need to speak to, in this case, Hampshire road traffic.
