Dual Screen Problem

Using windows 7 and 2 screens of the same res, both over DVI. Using either ATI or Nvidia cards there is periodic slow down of 3d effects in the 2d environment. Flip 3D, dragging windows, minimize effects etc all suffer at times when running 2 displays.

Is this normal/is there a fix for it.
