I imagine it will mean the same as with most items, open box, packaging and accessories may be missing, but the item shouldn't be physically damaged or non-functional unless specified.
With a keyboard, accessories could mean things like additional key-caps, USB to PS/2 adapter, keyboard cover, whatever it may have come with accessory wise when new.
Shorter retailer fulfilled warranty period too I believe. But you can usually still RMA with the manufacturer for the full period.
As for your initial query about the Ducky Mecha stock availability, your best bet would be to ask in the customer service forum section, near the top of the forum. OcUK staff monitor those directly, this is a general area of the forum for members.
Nice keyboards. The silent red keys are a little more spongey than the normal reds but you get used to them quickly then they feel absolutely fine. They are a LOT quieter than any other mechanical key I know, including the Logitechs.
