Have been using it on and off for years (not for that purpose but it's free and has tons of uses/features).
 
I used one called Dupeguru. There is an older version called Dupeguru PE (Picture Edition) but the normal version works well enough. Uses Fuzzy logic. UI is quirky but it's a nice app. I think the original creator isn't involved anymore.

This is the one I used an age ago. Could not remember the name of it. Excellent for my needs.
 
I used Dupeguru as a first pass to help quickly remove the most obvious duplicates. I'm now playing with XnView and Everything to help fine tune the other ones that need to be dumped. I really do need a proper archiving strategy. I don't want to keep buying more cloud storage space.
