Its not the plastic that generates the charge its the movement of air/dust. Its too late to go into a full explaination wikipedia it :p
 
Can of compressed air, "borrowed" (I'll give it back when I'm finished, honest) some from work and it's does wonders, I can now see my graphics card again :p
 
I use a paintbrush and my nook and cranny hoover attachment which is modded with a pen taped to the end. I use the (new) paintbrush to lightly brush over everything and the modded hoover head to suck up the dust. It's perfect as the pen fits into all the nooks & crannys and is perfect for the job.
I do strip out the GFX card & soundcard to give better access and do a better job and i continually earth myself against a rad i sit next to whilst up my table. The hoover head doesn't go near my mobo though and is used more for clearing out the vents and fans.
I have done this about every 2 months for years, although the modded hoover attachment is a recent addition.
 
i use a can of compressed air and a soft brush, keep the can upright otherwise the propellent will come out as well,
((then just stick it into the tumble dryer to finish off!))..... just joking :D

Dust has a capacative Effect , so you could be looking at ramdom reset's
or other weird faults manifesting themselves.

I had a PC doing weird stuff a few years ago due to dust on a PCI slot

...so how does that differ than blowing the dust away with a compressed can of air?

I use a soft brush and hold the nozzle of the vacuum in the air above where I'm dusting.

Anybody remember blowing down the slot of the old gameboys to clear out dust when the games didn't work or daft things happened? :)
